No.

Freight-only, too slow, no rights to it, signaling inadequate for passenger use, etc. etc. etc. Even for extended outages (such as when the bridge had a problem in the canyon), Amtrak will bus passengers between Sacramento and Klamath Falls (or Eugene, depending on where the problem is). The fire was never going to be an extended outage, and normal service on UP will be restored soon if not already.
