Meadow Valley Wash, Caliente, Carp, Moapa, NV

Does anyone know if the road from Carp to Moapa is open to the public or is only a UP private road?
The upper end is listed as road 4230 the lower end is listed as Meadow Valley Road. At one time there was a gate at Carp with UP no trespassing sign.
Rumor has it that there used to be a county road through the canyon, after a flash flood took out the road and a lot of RR grande the roads were combined.
Has anyone been through that way in recent years?
