Agreeing to a limit on the number and/or length of trains would set a dangerous precedent. Local jurisdictions have no such authority over railroads. Its called the interstate commerce clause of the U.S. Constitution. Your local councilmembers have hoodwinked you into believing they have your best interests at heart. Its blatant NIMBYism at its worst.
