The quiet zone criteria is a moving target, while specific it rarely meets the expectations of
the municipality and further work gets done. First illusion is that it's quiet, it isn't, there
still is some form of audible warning given, second that it's a zone, it's not, it's specific to
each instance of a crossing and not some general boundary like city limits. It's one of those
issues that never makes everyone happy yet costs lots of dollars.
