I would even look at to total change in flow of the remaining traffic, with a cut in to the UP "river" line back up to Industry, and "rights, through a set of cross overs, from Lost Nuts, to that new connection. It would be a tight turn off, but could be realigned out over the levy to reduce that a bit.
There is the option using the creative exchange of operating "rights" to operate haulers to OC, over the ultimately tripled track BNSF "third district" directly from West Colton, which could connect at Anaheim, or Fullerton, or Lost Nuts. As potential connection points.
The public sector, which is seeking to optimize their "stockholders" (aka "taxpayers")investments in improved rail passenger services, might even find it more cost effective to pay RR' to change there operations, and/or pay the costs of making these kind of investments and operation changes, than spending a bizillion taxpayer dollars on every contractor attending the campaign fundraiser for the Councilman, to accommodate the status quo.
