Could you be more vague for us? As a resident of TN (not Nashville), I find the residents of this state to be pretty wise before blindly accepting tax increases. As one of the few states with no state income tax, those of us who are here are happy with the situation. It's exactly why I moved down here from Northern Virginia, and will happily retire here.
If you are looking for a large city at which to direct anger over no workable transit, might I suggest you take a look at Atlanta? At least Nashville has the Star commuter trains already running. Atlanta couldn't launch heavy commuter rail in the next 10 years if they wanted to. And as a former resident of that city, let me just say the MARTA system is the most worthless transit system I have yet to cross (well, it would be close with Baltimore...think we may have to flip a coin on that). But at least they have MARC heavy rail.
BTW, the story is from May 2018. This is pretty old news, in case anyone thinks this just happened.
