So the Authority agrees with the auditor. It's not clear how much change will occur, but they mumble the right bureaucratic words. It does seem, though, that we've heard a lot of this before with regard to Caltrans stuff over the years, when they've tried to expand the use of contractors and consultants to do management and oversight tasks. It always sounds good in principle, but seldom works well for long in practice. Caltrans has internal groups for contract management, inspection, and the like, and long-standing procedures to prevent making major commitments prior to having the right of way lined up. Perhaps having, at least, Caltrans-style contracting and construction management/engineering groups in-house would have prevented some (not all - there were policy blunders as well) of CAHSR's difficulties.
