OK I think I got it.

Instead of published a normal set of scheduling, PSR uses electronic means to determine the best utilization of the RR given a number of factors (crews, loads, customer requests, etc) and then issues one time schedules to meet its projections. AS time moves forward the program then issues addition one time train schedules to keep up with demand.

Hate to think what happens when a bottle neck occurs and it cannot resolve it.
