How Close to the Tracks is Too Close?

No longer a practicing planner; came to the conclusion I'd never actually get it right.

Anyway, this new project in Sacramento has to be one of the dumbest things I've seen in ages. Line of apartments backing right up to the UP fence, with little balconies even, in midtown Sac. (Wealthy) railfan's paradise, but what do you-all bet that the complaints and lawsuits will be continuous over noise and nuisance?
