Its foggy but I think there were two different agreements.
One was WP, SP & SFe had either 6 mos or a year where they would share the switching. As far as leaving cars, the rail behind and to the north of the Bus Garage was an interchange, if you want to call it that. There was a "Wye" back in there where you had the old SP main out of 3rd & Townsend and went to Harrison St. Inside, to the left as you were headed out the old main was a tail track that went over to 7th St. to make up the wye. You really had to see it to understand. There were two tracks, on for storage and one to 7th St.
I worked the 16th & Harrison job and we would pick up a string that had been set out by either SF or WP. We put the cars on the point and went to Bayshore and came back lite. A day job would bring cars for SF & WP during the day from Bayshore and set them out on the same storage trk.
The WP tunnel burned about then so this was their "new" way to switch the area. I was just a fireman so I kept my mouth shut and ears open.
