It might actually be preferable if the wire hit an overpass, because that would cause a sufficiently strong short to trip the switches cutting the current.
I agreee with the definition of the feeder to have the same voltage as the active wire; it is essentially used to increase the overall cross section, allowing for lover line losses and higher currents. That means that the distances and insulator lengths can be the same.
