Sure it can be done. Heavy freight in China and the former Soviet countries is electric and probably carries more ton-miles than all our Class I’s combined. There’s your proof of existence.

As to how, just tax fossil fuels in proportion to their carbon content, to place a price on the externality not currently accounted for in our capitalist system. The free market should take care of the rest, and if it makes sense to electrify then they will electrify.

From a policy perspective this one is really not that complicated.
