Don't know about the study you cite, but in Europe, trains routinely operate with two or three high-horsepower electric locomotives (7,000-8,000 horsepower) without overloading the electrical system. And these trains typically operate on 10-minute headways.
Yes, most European freight trains are shorter than those in the U.S., but they are also expected to operate at much higher speeds -- to fit in the flow of passenger traffic.
