Broken pipes are unusual, but the drain valves on air tanks (that drain moisture out) do quite often get broken on Amtrak passenger cars. They are much closer to the ground on a passenger car. If a valve is broken the car would have its air cut out, which is accomplished by cutting out the control valve. Since all conductors have to pass air brake tests I am more inclined to think that some part of the air brake system was damaged requiring the car to be cut out than to think that the conductor was "confused".
