"Shearing down the system remains the best option for now."

How about shearing down the Tejon Ranch Co. and Palmdale real estate developers? Here's an idea: Newsom wants to ditch the death penalty and presumably death row so let's move San Quentin to Palmdale and auction off the redundant valuable property. Use the money to repair the bridge adjacent.
