It sounds like the authority wants to emulate what Virgin-Brightline is implementing, ie, frequent service ghost trains that advertise over fruitless segments. In the meantime they can continue building out their network to additional markets. A major difference though is that prop 1 says no subsidies, something Brightline doesn't have to worry about. This is where it will get dicey for the authority.
