If NCRA was going to go bankrupt, it would have years ago, because it didn't have sufficient revenues to cover its the costs of running the agency. So, in order to keep running, it has been borrowing operating funds from NWP Co. The audit will address what that number is.
I would think as a state agency though it going bankrupt now is highly doubtful. Someone else can comment on the legal ability of such a step and what the state's liability is if it does.
And, what do you know, SMART is not being transparent with its concerns and the article doesn't mention the costs SMART inherits by overseeing a longer line and freight trains operating on the lines it does own.
NCRA cut a lot of corners because its revenues were limited. Anyone think SMART is concerned about costs? If so, be sure to consider Farhad's compensation package before responding.
