The story was mainly about slow payments for r/w by HSR. If a farmer's land was condemned, that happens, and if it's delayed long enough the farmer should ask the court to look into it. If it was freely purchased, that should be looked in to by legislative oversight (is there any?) - the sale isn't actually closed until the money changes hands, and if the land is used for the project before the purchase closes you're supposed to pay rent.
