If you ever visit downtown El Paso in the winter you'll notice a strong order that comes up from Juarez due to their burning of wood, tires or what ever they can find to stay warm. So if they stay in Mexico they foul our air, but if you let them live across the border at least you can regulate the air quality. I know, like anything like this, to the extent needed, will ever happen.
I can't help but think it was the Maquila industry along the border that stemmed the tide of Mexican nationals coming to the US. If the politicians could do the same along the Guatemala border then our immigration problems would be solved, Central Americans would be happy and we would have a competitive alternative to cheap Chinese products. We just need put cleaner air restrictions in place on these new communities so we can control the accumulative affect of their heat trapping gases.
