Yes, only because UP keeps changing it's mind about what it will and won't move, even though GGRM is paying for this. It's NOT a freebie move.
GGRM did a huge amount of work on this stuff to get it ready to go. It has all been inspected by UP people and OK'd to go every time. Then UP began to back pedal. This gas been playing out over several years.
Every time they get everything in accordance with UP instructions, UP changes it and demands more.
It has come to the point where much of it will end up moving on flat cars to keep UP happy.
