Its been that way since the late 70s (I think). The FRA was the one that set the time line. A home road could use them with (no revenue collected) but could not interchange them with another railroad. (Why do think SP sold all their beet racks to the sugar outfits.)
As I understand it they are exempt from HEP. The FRA used to allow friction bearings on a case by case basis.
All their equipment came from the SP and was moved by them to the museum. I know Fred got a waiver between (date by date). We even had 4 men in engine service and 3 in train service, to donate our time, hauling all the rest of the stuff out of McCloud. Well, it never happened. The rotary at Eugene was given to Train Mountain, hauled free to Chiloquin. I also think the steam hook at Klamath was given to Fred, but again, hauled free. Almost lost that too. To long to move it.
It all depends on "who" was contacted at the UP. My guess its some officer who wants to be BMOC. Someone needs to knock, on the top mans door, in person and explain what the problem is. Ask why they keep changing their game plan. All that museum is trying to do is save the past.
Very much like the UP has most of their passenger equipment fixed like new and 3 steam engines to keep the UP name at the top of the list even the "Big Boy".
Most of the old rails don't understand why they refuse to let the 4449 on their rails. Its all one company now.
The BNSF still has folks who know how to treat customers. Some are even retired and working and donate their time. Now that's the way to show the public what they think of the company, employees.
Its worth a try. You never know.
