So why the SP full light package? And why no Dynamic Brakes?

JBP didn’t come into existence till 1992. Before that SP ran it, owned the tracks, and Caltrans paid the bill. After June 27 1992 the locomotives ceased to have the “California Department of Transportation painted under the Caltrain logo.
