Stirring up the pot Fred.The current NWP operations done at night have done nothing to interfere with SMART's operations. I don't think SMART's GM cares much one way or the other. The businesses currently using the NWP, all FOUR of them have relied on trucking (some of them for 10 years)so the lack of rail service would be nothing more than a disappointment and a tolerable increase in trucking costs.
The Sen.Mcguire plan would have SMART take over the freight operations. There are many reasons the SMART GM would not want freight responsibilities. Including, storing haz mat tank cars, Schellville floods, barely profitable return,Paying SMART wages (95K) and lack of qualified crews.
