Long term problem for NWP and Bosco: all powerful MTC-BART-SPUR sees SMART as merely a placeholder for 5'6", incompatible with freight. For BART to seize another ROW via eminent domain extremely difficult and expensive; they would want to utilize lots of the existing SMART ROW.
