Yes, public transit is subsidized by taxes, that is normally how it works and is a well established fact (so are streets and highways btw). And yes, Bay area has exceptionally high PT fares, same as other top "cost of living" cities such as NY. But if any line should be cheap(a line built out in prairie fields) it should be a line to DIA.
