SMART's speeds are too high in certain areas. Consider if the NWP ROW had been converted to busway as GGT wanted. Looks like BRT speeds are around 55mph:

Slowing down SMART's speeds will hobble it, helping to bring about the necessary disatisfaction to force a redo. Voting down any more money for it, ditching the freight, takeover by GGT will help to speed up the conversion to electric light rail to the City.
The most important goal is to keep 5'6" out of the Northbay.
