Also BART, and most other "heavy rail" transit lines. Also nearly all true High Speed Rail lines in the world, for obvious reasons. But SMART isn't that kind of service. It's basically very small-time Caltrain - commuter trains on a standard rail line. Yes, Japan (and Caltrain, and LIRR and others Back East, and most European main lines) does mostly fence off such lines, but they still have grade crossings which can't be eliminated without very significant cost.
