It could be the issue here in NorCal is worry they might not be able to push thru their huge tax increase, primarily for sainted BART, without papering over the Valley HSR crapout.

Shifting these committed funds will prove challenging if Trump wins. However, if a Party stalwart wins, the DOT pipeline will be open again and it will be full steam ahead with the base tunnels, the whole enchilada. Gavin will be made to come around to the program. Willie B. is advising him.

Failure is immaterial to a patronage machine. Just look at NYC.
