Have you not been observing the Valley Link project? Not BART. Yes, BART is a partner, but the operation is separate despite expecting to use doodlebugs that resemble e-BART. BART has to be a partner if they expect to have a direct connection at the Dublin/Pleasanton station. I don't think Valley Link is the electric-line-under-the-mountain, though; that's another scheme.
