The Guerneville Rd station is a matter of feet to the north of this planned crossing. Trains are just leaving the station going south or slowing down going north so speeds are low. It's being built because people are too lazy to walk to Guerneville Rd crossing. It's been there for years as nothing more than a trail connecting two dead end streets that never crossed the tracks before.
