It looks like these folks have funding coming together and intend to start as soon as next year. It will be the final EIS electrified version, as far a Victorville, since it looks like they will get the tax free infrastructure bonding. And yes, I believe that they could easily start to begin some construction activities, as early as next year, likely on the Vegas end, at or around the proposed terminal, to jump start the "joint" development plans they have for the Station.
This joint proposed joint rail station development, is the famous Japanese private business rail model, we've all studied for 40 years of our careers, where the private companies make more on the rentals from the massive station developments, than they do running the trains that bring the shoppers and employees to the developments. This is an important part of Virgin's Brightline business model, as well.
There are at least a year or so of "preparatory" construction activities (utilities relocation, site prep, land acquisition) that are needed well in advance of when the grading begins, that could begin by the end of 2020, if they have the funds, which they do appear to have. When you deal with folks who have done proper planning and due diligence (unlike the still utterly mismanaged CAHSRA cluster-f##k) things tend to go a lot smoother.
The current "construction", mostly prep work, on the next phase of the Gold Line to Pomona is an example of the many small construction activities that have to begin well in advance. Several years worth of utility relocation, relocation of the Pasadena Sub tracks, etc., are being done, before anyone is ready to lay track or string wire.
