With no power, they would have to run at restricted speed everywhere (no signals, no crossing gates), which mean effectively no service. If it were needed to evacuate people to the south, it could still run (unlike electric light rail when the power's out over a large area), but again at restricted speed so the capacity would be pretty small (one run southbound then park the trains on the Larkspur extension until it's all over). Buses on 101 would be faster and could make a return trip for more people as long as the road is open.
