I agree with everything Bob2 says.
The tunnel is a necessity not a luxury.
The cost of a massive collapse of the bluff that would shut down passenger and freight service
for a long time could be in the billions.
A double track segment would be a wise investment for r the benefits of increased passenger service.
So would a tunnel to replace the winding slow section Miramar? farther south.
The current route should be saved for beach trains and maybe peak reverse service.
Back in the 1800s a lot of NIMBYs would have opposed the transcontinental railway and other lines because stage coaches would have been enough
