As far as ugly "permanent" protection of the bluffs is concerned (if indeed it's feasible), a question: what's the direction of the longshore drift in that area, and what beaches are maintained by erosion from those bluffs? The rock there doesn't look really strong, so it's probably providing sand for beaches downcoast (in which direction?) from there. A really strong reconstruction of the bluffs to prevent erosion would cut off sand supply, with predictable results. It's happened elsewhere, even in California (see: need to artificially replenish beaches after Santa Cruz harbor jetties were built. Essentially, armoring soft-rock bluffs to better (never absolutely) protect them from wave attack has consequences.
Isn't Del Mar one of the communities that's fighting the Coastal Commission over a long-term "managed retreat" approach to sea level rise?
