I believe the rail into the sewer treatment plants was for inbound chlorine. It was one of the last tank cars off the Santa Fe car ferry. The local paper wrote an article concerning the safety of using the car ferry to transport chlorine into the city and some official from Santa Fe told them to put a saddle on the chlorine car and he would ride it across the bay.
