They did start Daylight Time early in 1974 and I can believe they intended it to be year-round. But I'm pretty sure they changed their minds later that year, and clocks did revert for the winter of 1974-75 and all the winters since.

(Hm-- now that I think of it, I'll bet it was 1975 that they shifted to Daylight Time in February. Then April in 1976 and later.)
