Does someone subsidize BNSF fuel?

A couple of BNSF GP60M's with a string of tanks cars
and one flat have been sitting unattended for at
least 48 hours on the auto loading/petrol spur south
of the main yard. One of the two units has been idling
the whole time. How much fuel would that be consuming?
I don't expect railroad workers, execs or stockholders
to give a damn about the environmental consequences but
who pays for diesel fuel? Money's no object for railroads?

BTW, the usual genset 1266 continues to run auto racks
back and forth past the above consist.
