Locomotives are left running for many reasons. As some have mentioned, to keep air in a cut of cars, so you don't have a Lac Megantic style runaway. In cold weather, unless retrofitted with a Hot-Start style system, they need to be left running to prevent them from freezing up, as they don't use antifreeze in their cooling systems.

For short periods of time (several hours) the wear and tear on the engine will be greater than just letting it run.

A 16-645E3 burns 5.5 gallons per hour at idle. I cannot find any consumption numbers for the 16-710G that is in that GP60.

Fun fact, at full whack, a 16-645 burns 168 gallons per hour. It will empty its 4000 fuel tank in 23 hours, and make all the noise that God intended.
