SP 1965 woodchip hopper

A modeling source (TSG vid) says these 1965 Gunderson chip cars can still be found in "secondary service". OK, so what does "secondary service" mean? The AAR 40-year interchange rule applies to these cars, so how can they continue to be used?

Surprised a freight car would be built with plywood siding. Wonder why they didn't use steel? Curious.
