There is one member of the board of CAHSR that has tried for a long time to transfer funds to SoCal projects. What slowed him down was the study that showed that with the limited funds available there would be much more bang for the buck with completion of the Central Valley project first.

Them's the breaks. It would be much more fruitful to try to increase the funds available for the California State Rail Plan, which includes all the SoCal projects and much more. Yes, it's going to be a long, slow boring slog, but somebody's got to do it.
