I believe the thought on rebuilding the Eburg-Lind cutoff is to facilitate directional running between Spokane-Seattle area. Westbounds over Stevens/Cascade Tunnel, Eastbounds via Stampede-Boylston-Lind (thus avoiding the 45 minute wait to "flush" the tunnel after W/B trains). Max eastbound grade is 1.6% between Kittitas-Boylston. Eastbounds wouldn't have to face the 2.2% (w/b)out of the riverbottom. Doesn't stop the wind from blowing on the columbia though...
