Since it isn't a government, ebay cannot charge a tax and then keep the proceeds. No doubt the fees, which it can keep, are annoying, painful, or whatever, but they're not import/export "taxes", which are levied by sovereign governments on international transactions. A state is not a "sovereign government", so all it can levy are things like sales and property taxes. Sometime during the last ten years, most states amended their tax laws to include out of state transactions. Thus, when someone living in Oregon, which has no sales tax, buys something from a seller in California, the seller is obligated to charge that Oregonian a California sales tax. The same is true for a Californian purchasing something from a seller in Alaska, he is obligated to pay the only Alaska sales tax, which is considerably less than the California one.
You are either confused or hell-bent for election on muddying the waters for everyone else.
