Perhaps, but what would BNSF have to gain? UP prefers the I-5 corridor because it's conparitively flat and more direct, particularly for anything to/from Roseville. BNSF has trackage rights across Donner, owns the inside Gateway, and has trackage rights from Keddie compass south to at least Stockton, at which point they are back on home rails, on their own CV corridor (read flat and straight) to Kern Jct. I can see an easier argument for why BNSF would want all or part of the former DRGW trackage, than I can see them wanting the coastline.
