Doesn't even mention CAHSR (from where?) to Palmdale.

It does mention $30B for Amtrak. $30B for Amtrak is a start on NEC needs. It's perhaps enough to fix the North River Tunnels and add a couple of tubes. Barely. Amtrak long ago figured out and stated that the cost to build real HSR in the NEC would be north of $60B, and the longer you wait...

Also note that this debate is in the House of Representatives, where spending bills need to originate. Remember that the House is Dem-dominated, the Senate is Republican-dominataed. Matters little whether the House moves anything resembling this bill's scale (or even a bigger one which is really needed); it's DOA in the Senate.
