Among other things, latitude and longitude are listed for most grade crossings - useful for agencies that use a GIS system as part of their emergency response package. If an agency wanted to use the database, though, a little ground checking might be in order - many of the crossings listed in my home town are actually on an out-of-service line that happens to be still physically in place, mostly. But several of the crossings listed as "closed" actually are no longer present at all, since the line was torn out at those locations and replaced with either a light rail line which has its crossings listed separately, or a road, period. Most of the really old "closed" stuff of course doesn't have lat/long. The database would be an excellent place to start, though.
