In the Spokane area and on the funnel law enforcement is generally confused about what railroad services where, even with signs on the signal houses and along the R of W they get it wrong most of the time, one of the worst was last year when Spokane PD called Canadian Pacific about a problem in Spokane with a train (the train had CP Rail power so it must be a CP track). Somehow CP figured it out and relayed it to UP. Elsewhere on BNSF, special agents in MARKED cars have been threatened with arrest for trespassing while on patrol "because the railroad has been complaining about trespassers in this area." Some places law enforcement does a good job. 911 on cell phones can be spotty, I've had several instances where my call ended up in my home town---no where near where I was---so I always ask the operator that answers where they are before I start giving my info, has saved much confusion many times.
