Why rail related? The Millennium Tower folks have blamed the dewatering of the new East Bay Terminal/Salesforce Transit Center construction site for the sinking although the sinking may have started before the construction started. It's much more complicated that than and there has been extensive litigation which finally has been settled. (The settlement agreement is on line, but I couldn't figure out what was being paid by whom.) The Salesforce Transit Center includes a basement that (hopefully) will become the Caltrain/HSR terminal.
