What side of the Willamette are you asking about? The rail bridge between Milwaukee & Lake Oswego was SP headed to the Westside Line & Tillamook Line. The line that headed back into Portland on the Westside bank of the Willamette (now used by the Oswego Trolley) was the Jefferson Street line.

Dick can add about the Oregon Pacific tracks on the Eastside of the Willamette.
