Maybe they could "merge" with one of the other tourist operations that has adequate insurance capacity and beat the scrappers to the punch. Insurance is a big item even for a prosperous short line that's been around 25+ years as the insurers are constantly changing.

I applaud Simpson for holding out this long.... if it were a Weyerhaeuser operation the track would have been the day after the last train was run!
