Mothballing the pass would save BNSF about $25 million in installation costs for Possitive Train Control alone. Given the change in government administration, from what we have studied, it's unlikely that traffic will reach levels as high as the past 10 years have averaged. We expect coal traffic to decline and expected enviro-regulations for the Puget Sound will keep container traffic flat at best. If the administration follows through with it's pledge to withdraw as much as possible from NAFTA, traffic north out of Seattle (much of the through manifest over Stampede to and from Pasco) will largely dry up and remaining traffic could be handled over other routes. If mothballed, it would likely be from Auburn to Ellensburg. THIS current mess will probably be fixed, others that happen---well, lets just say everything is getting a hard look these days.
